I may be mistaken, but it's my understanding that the Fly America Act merely requires that you enter and depart the U.S. on a U.S.-flagged carrier. So, if you're on UA for the SFO-FRA-SFO legs, does it really matter if your on LH to/from BCN on that same PNR?
