Elite upgrades come from the same fare bucket, so if there are no seats available for elite upgrade, there are no seats available for upgrade using miles.

With 7 seats at 7 days out, nothing to worry about. As a CP, you'll clear, probably 5 days out, just before they open for Plat. Happens to me regularly.

If you are really concerned about jumping on it when they open up some seats, periodically do a dummy booking for an award seat. When you see a 25K F seat available on your flight, call, as they have opened up seats in the O-class inventory you need to be upgraded.
