Both the Helsinki Simonketta and Tallinn Hotel Palace are available in July on Opportunity Awards at 10,000 points/night. I was surprised, as this is the peak tourist season for this area, and these hotels are considered top hotels.

I checked a number of Hilton hotels around the world for upcoming travel, comparing both the cost if I paid for a room, and the points I'd have to spend to get a free room. The two Scandic properties I mentioned above were by far better value in terms of point/money ratio than the Conrad Hong Kong or the Gatwick Hilton, for example.
