uhh, Sjoerd, so you have been to Jordan and have gotten a VOA, and you compare that to Vietnam or Myanmar? Jordan, you show up and pay your money, as is the same in Vietnam, Turkey, Indonesia or many other places ( I should also note that looking at my Jordanian "visa"from last year I have two postage sized "tax" stamps (one covered with a plasticy sticker) and four stamps and a signature spanning parts of three seperate pages, the most anypart occupies is a quarter page and they share space with all sorts of other stamps - specifiaccly several Turkish in and outs - In short there is no such regulation specifying a "blank" page. Vietnam and Myanmar make you go through an entire application process, if you do NOT have the authorization letter in hand before boarding you cannot go to these places, and they require up to THREE WEEKS to process your application (and Myanmar withdraws even this every other month it seems), while yes technically you are getting your "visa on arrival" it is not in the spirit of what we are talking about as your visa is vetted and issued BEFORE you arrive.
