As others have said, this is not true. I have personally gotten visas on arrival in Vietnam and Myanmar. (Dutch passport) Full page stickers in both countries. In addition to other countries that have been mentioned, I can add (from personal experience) Mongolia, Azerbaijan, Jordan and Papua New Guinea as countries where many nationalities can get visas on arrival which require a full empty page.
