I'm making an assumption since you are subject to the "fly america act" you are traveling on government business. There is no government contract carrier between SFO and BCN, just checked DTS. The first govt fare shown was on USAirways, but as long as United had a fare under or equal to the to the USAirways fare you'd probably be able to book it.
