The elite checkin lines are for the most part controlled by the local airport authority. DCA does not have an elite sign up, at least in the past several months I've flown in the early morning; yet they have a CLEAR Line open for business. SAN does not have CLEAR but always has a dedicated elite checkiin line.
I was at DCA a few weeks ago and there was an elite line posted to check in but no one was staffing it. Some of us were in the line thinking they would call us over as they finished up with regular pax but no luck. The regular line to use the kiosks and the counter were very long. We ended up going back outside and checking in curbside which was very quick.
