Going back in history, someone said: "South Africa and Kenya are the only two countries (that I am aware of at least) that insist on having blank pages upon arrival."
I said: "The list of countries that have full page visas is extensive and I presume they would all require blank pages to stamp or stick the visa."
Hence, I was talking about visas on arrival since I was responding to - and quoting - a post talking about the need for blank pages on arrival. I gave examples of other countries that would require blank pages on arrival, even though they may not have forewarned people in the way that South Africa does. Others have added to that list. A quick Google suggests you could add Vietnam, Kyrgyz Republic, Myanmar and Libya to the list - and doubtless plenty of others.
My point remains valid whether or not only some countries' nationals are allowed to apply for a VOA - if you arrive expecting to get a visa, you have to have somewhere to put it. OK, US passports apparently have a stampable observations page. My passport doesn't - perhaps that's a byproduct of my cultural insensitivity
By the way, you claim that you got the Cambodian authorities to give you a visa on a piece of paper, free of charge. My experience of Cambodian immigration was that you hand your passport, photo, application form and money (it's certainly not free) to one official at he end of a long desk - the bits of paper then travel down a long line of officials whilst you wait, and at the end they hold up the passport for you to claim with the visa fixed in. I didn't see much scope for officials to waive the fee or stick stickers on pieces of paper in this process. I presume the experience you report is at least out of date, if it happened at all.
Anyway, hfly. I still don't understand what point you were making. You appear to have launched a personal, aggressive and baseless attack on me. Can I suggest you either make a point - and it is you who seems to be shifting your ground, not me - or just apologise like a good chap.
