I don't understand the point you are trying to make hfly. You came at me very aggressively telling me that I was misunderstanding the thread because visas were always issued before travel. I have given you good counter examples. Your reply seems to be that one of the VOAs I mentioned is smaller than I had said and is only available to some nationalities, that one VOA is an opportunity for officials to extort money, and that one VOA is one you don't know about.

So what's your point?
