How easy is a very small IV needle to spot on an X-ray machine?
Alternatively, he could probably carry them on his person. I'm no expert, but I'd be surprised if a small needle set off a metal detector: surely it contains less metal than even in my Lindberg Airs (which never set it off) or the nails in one's shoes.
