Let me add to the list confirming that this is incorrect.

I just did LHR-YVR-SFO and went through YVR about 8 hours ago and did not clear Canadian C&I. Never even needed the Canadian entry card I filled out. You can chose to enter Canada, but if you don't want to, there are signs directing you straight to the US pre-clearance section. Through-checked bags are sent to a belt there directly.
