For future reference, if for some reason luggage is not short checked, does it come out in a location where you MUST take it through US preclearance and MUST check it through to the US? Or after going through preclearance, can one always change one's mind and go "back to Canada" before checking in?

you can, but it's troublesome. I had a friend that had to be escorted out of that area, because you are technically already in the US when you are able to pickup the luggage. I would just tell the agent to check the bags to YVR, say you are going to meet a friend there and you have gifts for him or smth.
