Are you sure it's not deer? We have both in our gardens and the foxes never dig up the ground but the deer do. Mind you, that doesn't help as I've no idea how to get rid of them either, nor would I want to.
Read something about artificial wolf urine sprayed roadside to keep deer and other wolf prey away from roads, but can't find the source.

Coming home very late / extremely early, I occasionally meet deer eating shoots in my garden. Don't want too loose them, as damage is limited; never dug anything up. Compared to shooting in the populated neighbourhood, the occasional snare might provide a reason to use that high-quality Merlot you've been saving for years.....
