I have always thought that a major aspect of the MMW (and before that, backscatter) was to provide a targeted corporate windfall (= boondoggle to the taxpayers) disguised as a "security enhancement." The main beneficiary right now seems to be L-3 Communications Corporation. Does anybody have knowledge of, or any handy website links, that might reveal House Committee members (esp who voted "No") and/or Senators who might be unusually cozy with L-3?
