I don't think anyone pays brochure rates..All the TA's are supposed to offer the same rates it's just the extras (i.e on board credits,free insurance) where the difference lies since it comes out of their commission. Sometimes if a TA has group space on a popular cruise it can be cheaper so that's something to watch out for.
