Looks like 1 bulk head seat per infant to people with no status. People with status (and no infant) can grab the bulk head seats. Here is how I know:
My daughter & husband & 3 kids (1 an infant) was able to get online only 1 bulk head seat (for herself), they all have no status.
But I (as Plat, w/partnet on same PNR) was able to get 2 more bulk head seats next to her (same flt different PNR), than call Plat desk and a nice agent gave "my" bulk head seats to her husband and 1 of kids, and give me other seats (that I changed to exit row seats).
All this was for a flight JFK-SFO.
