Whilst technically going between the two BA Amex Cards can be seen as upgrading or downgrading, they are actually two seperate cards and therefore seperate credit checks are done. So the answer is yes, but you will still have a credit check run to get it.
They did mine straight away on the phone - the card number is still the same, just the last 4 digits have changed
