You'll get two credits for two reasons. First, one rental is being picked up at BWI and one at DCA and that's what determines consecutive rentals- same pickup location. Second, your rentals don't overlap and don't end and begin on the same calendar day- one rental ends June 20th and one begins on the 21rst.
