if it's only the RDM you care for, you could take Lufthansa NYC-FRA/MUC-LHR, and I bet that's more reliable than through IAD with UA. That will earn you double RDM through their special codesharing agreement.
I believe the OP really wants to make MM, so that would require flying UA BIS.
