Absolutely not true. FAs on FT have stated that the new CC machine includes an option to Comp snack boxes and other BOB items, and that after selecting "comp," one of the options for "reason" that appears is to comp the item to a pax in F/C.
However, technically this is only supposed to be done when the BOB item is requested
instead of the meal (as
mahatsaman asked and was wrongly denied), not
in addition to the meal.
I agree that in general, F pax should not be charged for food items; however, I wouldn't say "under any circumstances," because there has to be a limit. If an F pax asks for 10 snackboxes or 20 packs of Twizzlers...I think the FA should cut him off after a reasonable number, to prevent abuse of the privilege, and save some for other passengers.
