I can confirm that I had the fee waived as well. I had to call because I was trying to buy a ticket for someone else using my miles. I tried online but it wouldn't book it because the passenger name wasn't my name and so it didn't match the dividend miles account name. It made no sense to me as there is no rule about not being able to use miles on someone else. In any case she was able to book it and said because I couldn't book it online there was no fee.
