I think the OP is up in arms over because this is domestic travel he is trying to upgrade, not international. But the co-pay schedule is the same as for international. Before he could upgrade with 15k miles, now it will be going to 17,500 + several hundreds of $ in co-pay. Fare class doesn't really come into importance in this case.

At issue is that HI upgrades (which recall are a domestic product) are now a lot more expensive than CONUS upgrades.
