You sit generally in one of four places in a car. Its practical to make it safer for each occupant. It is IMPRACTICAL to make the plane safe against turbulence anywhere except for...the seats. Just like in a car.

Anyway my issue is that the incident occurred during descent. No reason for her to be out of her seat during that time.
