You think the interiors of cars have not been changed from the original designs to cause less damage to the occupants? A person hitting the ceiling in turbulence is a "collision" just the same as a person hitting the steering wheel, dash board, or any other part of a car's interior during an accident or sudden stop.
Currently we're even going so far as to design cars so that they do less damage to pedestrians who come into contact with the exterior - certainly gains can be made on aircraft interiors.
