Just wanted to add, for the OP, that this is not normal practice in my experience. I fly YCA fares both domestic and international and have not had this issue. My domestic upgrades clear at ticketing and have never had an issue with a confirmed upgrade at the airport for any international flight.

Not sure what I would expect from Delta but it is very upsetting.
