It's a French thing. It happens all the time in French airspace, causing a lot of frustration amongst non-French-speaking pilots (yes, shocking to the French, I know, but there ARE foreign pilots flying into France who do NOT speak the tongue of Molière!), not to mention issues with flight safety.
