If you start bringing in too many rules and "what not to do's" it just puts off new members from posting.
Looks to me that as if this is being done more for the benefit of the longer term members rather than encouraging new members to feel part of the community. Let them feel free to post what they want I say - even if it has been asked 100 times before.
