Do you have an login account (presumably Avis Preferred) with Avis?
AFAIK, you can never change these selections for a specific rental on avis.com. You have to log into your account and change them for your account preferences, then once you change those, they should be reflected in reservations you make while logged in.
(To do that, go view your Account, then My Saved Information, then Protections/Coverages. Mine shows everything Declined, with an Edit link if I want to change that.)
The other thing to make sure is that you are not using an AWD that includes these.
I just made a test booking attempt while logged in, using BA Blue AWD N744100 for LHR July 7 1 day, and it came up with those boxes unchecked, and when I clicked Continue it showed everything as Declined. And I know (though can no longer "see" it) that that's the way it also was when I booked a
real week-long rental at LHR in March except that time I used a Delta AWD.
So it has nothing to do with a UK booking that I can tell, but rather everything to do with how you book.
Oh, lastly, I notice you show your Location as Hong Kong. Are you using the US Avis.com site or some other one? (I'm using the US one.)
