You're correct. There is a regular lounge on the 21st floor and you won't be upgraded to the Grand Tower. Regular lounge is nice, but it's not nearly as nice as the GT lounge, mainly because of the food.

6000 pts/night for an upgrade to the Towers is the correct rate. It's quoted on the welcome letter when you arrive.
