The only downtown Starwood property with airport shuttle is Westin San Diego, which I highly recommend.
The 992 airport flyer runs every 15 minutes on Broadway. The route starts at Horton Plaza, which wouldn't take you that long to walk from Sheraton Suites. The fare is $2.25, or day-pass for $4 if you wish to also go elsewhere around town.
