From policy update effective June 3, 2009 (maybe that's why it isn't shown in the fee schedule you linked, though they do appear inconsistent):

PayPal Debit Card Fees
U.S. ATM Withdrawal $1.00 USD (plus any amounts charged by the ATM owner)
Signature Withdrawal $3.00 USD if a signature is required.
Non-U.S. ATM Withdrawal (using an ATM machine that is not in the U.S.)

1%
This fee will apply even if the transaction does not require a currency conversion.
Non-U.S. Debit Card Usage (making a purchase from a seller who is not in the U.S.)

1%
This fee will apply even if the transaction does not require a currency conversion.

Currency Conversion Fee 2.5% added to the exchange rate
