Not EXACTLY a scam.... DCA (the downtown Washington airport) is extremely small, with an approx. 6000' runway, and I believe the only international flights it supports are a few to Canada. Furthermore, there is an enforced 1,250 mile 'perimeter rule' on flights departing DCA - which I believe rules out Europe.
