Additional drivers in the U.S. - Charges and Requirements !?

It seems there is still alot of confusion regarding additional drivers at Hertz. And the information on the website is everything but clear.

Now, I found several phrases regarding that topic on the Hertz Website. How do I read these ?

Question
How would I add an additional driver if I am a Gold Member?

Answer
If the person to be added on is your spouse, domestic partner or coworker, they are considered authorized operators and can operate the Hertz car without being added on. However, if they are not your spouse, domestic partner or coworker, you and the additional driver will need to go to any Hertz location to sign an Additional Authorized Operator (AAO) form to legally operate the Car.
So all the above can drive the car without extra charge ?

Question
How would I add someone to my rental to drive if they are an AAA Member?

Answer
If you and the other person are both AAA members, your CDP or Club Code for AAA must appear on the rental. You will need to sign the additional driver form at a Hertz location but would not be any charge for this.
This seems to be more clear and can be found station specific :

Authorized Operators

Acceptable Authorized Operators age 25 and older are automatically covered on the Rental Agreement.
Authorized Operators are:
- The employer, employee or fellow employee of renter on company business, (when booking includes company Corporate Discount Number).
- The renter's spouse for rentals that originate in California, Iowa, New York or Nevada.
- Authorized Operators do not have to be present at time of rental.
- There are no fees for Authorized Operators.
