Cephid was correct, the dollar amount received is based on the new arrival time.
We're not supposed to change the amounts to get more volunteers though. If no one wants to volunteer then we're supposed to start with the IDBs.

At the beginning of the year, UA was doing a test in Boston, Seattle and I think Newark, were we were only allowed to give out TCs. Since the test has been over, I haven't heard anything about switching to just the TCs though.
