in the past few months it looks like offering the discount certs booklet is the default (a great thing ... more flexible ) but it looks like the certs are now 4x75$ .....
is there a rule regarding the value of the certs regarding the "volunteering" being done ... something like 4x50$ for a short flight , 4x75$ for medium and 4x100$ for longer flights ? or is it flat 4x75$ with no flexibility ?

Cephid was correct, the dollar amount received is based on the new arrival time.
We're not supposed to change the amounts to get more volunteers though. If no one wants to volunteer then we're supposed to start with the IDBs.
At the beginning of the year, UA was doing a test in Boston, Seattle and I think Newark, were we were only allowed to give out TCs. Since the test has been over, I haven't heard anything about switching to just the TCs though.
