How about just getting rid of the covers...it would probably be cleaner.

Short of that, maybe add a bit of a discussion on bathroom etiquette to the announcement that indicates the location of the lavs -- e.g. PLEASE clean up after yourself, PLEASE do NOT put garbage anywhere but the garbage, PLEASE do NOT put anything other then water and your hands in the sink, etc.
