The whole point of my objection to being charged $15 for a seat change in Business Class for travel from the US to Europe is that these fares are astronomical to start with. AA does this but CO does not. Whether or not the ticket was purchased through a TA or not should not matter. Has anyone compiled a list by airline as to which carriers do this?
