This has not been my experience. Anytime I did not have the receipt available, or sometimes even if I provide the receipt, Costco agents always look up the actual sale and verify the price on screen, then credit it accordingly.

The OP is trying to "work" the system by trying to replace an item that is the "victim" of normal wear and tear. I don't blame a local manager for enforcing policy by requiring a receipt. Without a receipt the store manager should allow a refund for the lowest sale price of that bag.
OP is returning a bag that no longer performs as designed, and is doing so within the framework of the advertised return policy. Briggs and Reilly have a similar warranty.
I have the exact same problem as OP with the handle and understand how frustrating it is. I will probably be returning my 2 year old Kirkland rollaboard to the Roseville location this week for that very reason, without a receipt (because I am out of town), and will be purchasing a replacement rollaboard from them. Will report back on the experience.
