This would enable the other people to board and stow their stuff faster. A single slow person can slow down boarding for everyone. If that person boards last, then only boarding for that passenger is slow. Putting the slow person first slows down everyone.
IME, preboarding, where it still exists, happens before general boarding. Before status/PA as well.
For the record, SAN does a decent amount of family preboarding.
