No, refundable means that it can be refunded to the original form of payment; non-refundable means that you can get only get travel credit (if anything) upon cancellation. Penalties are an entirely separate issue and have nothing to do with refundability, except insofar as nonrefundable tickets always (AFAIK) have penalties attached while refundable tickets may or may not.
