I would therefore say that airline that you booked the ticket with, their allowance applies be it QF or BA.
If you would say that then you would be wrong, as your sister - who booked with BA but travelling on QF (and therefore receiving the QF allowance) found out.

It is the allowance provided by the carrier which is accepting your bags which will apply - so SYD (QF) X/HKG (BA) LHR will be the QF allowance throughout, SYD (QF) HKG, HKG (BA) LHR will be the QF allowance on QF and the BA allowance on BA, and vice versa for the return flights, regardless of whether the flights were booked through BA, QF or AA (or even LY, for that matter).
