It has always been possible
to pre-allocate these seats. Haven't flown WBC recently so others will have a more definitive answer.
[Added a bit later]Hmmm, checked some seat maps about 90 days ahead and the 77 row shows up all seats as 'R'. Wonder if my memory made the past better than it actually was...
