In early March, I flew PHX-ELP (return), both ways on Mesa. I found the planes very worn, but the FA's extremely friendly. The exit row does give more legroom, and I'd suggest that, or row 1 (so you can get off the plane fast).
Just remember, only the exit rows on the CRJ900 have extra leg room. The exit rows on the CRJ200 have no noticeable extra space however they do have the benefit of not having anybody recline into you. Row 1 is a good choice on both (about the only choice on a 200) with the exit rows also being a good choice on the 900.
