I obviously like my dog (and usually other people's, too), so maybe I am prejudiced. The only time I recall a barking dog situation like that, was when a carrier I was flying, permitted two (with different owners) in the same First Class cabiin, which is normally not allowed (I think there had been an upgrade). It started when they discovered each other. As bad as that was, it couldn't hold a candle to screaming kids, whose parents sit there, and do nothing to control them. That is far more common than any pet experience in flight.
