What I am saying is that the normal everyday process is to charge the difference in what was paid already and the upgrade fee. That is not to say that in cases where the proper credit was not given, that a refund was not given later.
I am trying to say that the normal process is to charge the difference. Not to give a refund, then charge the upgrade.
