Boy,I hope so. My dog is nicer than a lot of characters I sit next to. On more than one occasion, I have offered to buy him a seat (as opposed to being in the hold, depending on some Menzies superstar to load and unload properly). I'm thinking you saw a "service animal". Airlines permit them if people have medical documentation saying the can't travel without them. One of the more famous cases was a USAirways flight, on approach to SEATAC, when someone's pet pig broke loose, and started runnning up and down the aisle.
