I think that's exactly correct. From the site that you referred to: "Make purchases and bill payments more rewarding and earn one (1) OnePass mile for every two ($2) dollars you spend - for a low $30 annual fee. The miles you earn do not expire.*"
It's make purchases and bill payments (meaning with the card) not "use" bill payment. As much as we wanted it, I just don't think this is going to happen. It's a wonderful idea and
