I think I got my question answered. I talked to a 3rd rep who said that you are eligible to receive miles if the Vendor accepts the transaction as a credit card payment. Example: Some places accept rent payments by credit card.

You are not eligible for miles if you pay your bills thru online banking since they don't count as credit card transactions.
