There are quite often legitimate reasons for moving from one to another hotel in the same city.
For example, last month I was required at the last minute to spend 4 days in Washington DC. Most of the hotels were booked up at the lower rates, and I had to really search the various internet sites to find hotels each night within my per diem. I was able to do so, but each night was in a different hotel (coincidentally, all Hilton/Promus properties).
So, one metropolitan area, 4 nights, 4 different hotels. It may have
looked like a "stay run" but it wasn't.
