Yeah, I haven't done a lot of these yet, but that happened to me when I used the same credit card twice. I wasn't sure if that's why it was declined, but when I replaced cards, it worked.
I presume virtual numbers from Citi will work, too? My recollection is that AMEX doesn't offer changable numbers? It's not a lot of money, but I hate giving Citi 3% commission for foreign transactions.
