By your logic there really isn't anything to offer that customer since they buy J and have no need for upgrades or other sorts of benefits. So why have a program at all? For the most part, it is the employer's money and maybe it is the employer who should get the benefits not the employee doing the traveling, no matter what rank s/he holds.
